This diagram shows the top management spend the majority of their working time to planning and improvement. They use part of their time to make strategic planning. Time spent on control is minimal and mostly focused on major control subjects.

For the lower hierarchical levels, the time for strategic planning almost reduced, most of the time spent for the control and maintenance work.
